It depends on the time of day and what part of the park you're in. If I needed to get something to eat quickly I often will walk for a bit to find a quick service location with short lines. Based on my experiences the quick service in Toontown, the one at the Princess Fantasy Faire (across from It's a Small World) and the Stagedoor Cafe at the Golden Horseshoe are usually pretty fast. Pizza Port can also be quick but if they don't have enough cashiers it takes forever to pay.
