If you are in the park on the day of the Halloween party you go to a designated area to get your ticket scanned a wrist band and your goodie bag. No wrist band you won't be allowed on the rides or do any of the activities offered. The days of the party i've noticed that the park opens kind of early and closes to the general public at 6 or so.
