Why do total strangers in line think it is ok to touch my sons hair? Hes 7 its not like he doesnt notice! He just hapPens to b a tow head

Omg everytime I go to Disneyland at least one person touches my daughter! She's 19 mos, but this has been going on since she was about 3 mos. Dang I know she is cute but what makes u think it's ok to touch my baby! My sister is blonde (but it's more white than blonde) with bright blue eyes and when we went to Europe a tour group from Japan asked if they could touch her for good luck... she said yes. It was quite a sight because ten people were in line to rub her head and take pictures instead of admiring the Eiffel tower behind them... I got ignored because I'm a brunette.
