It IS a free meal! The premium refers to the fact that its the character breakfast. So, Minnie & Friends at Plaza Inn, Goofy's Kitchen in DLH, Surf's Up Breakfast at PP, Ariel's Grotto (so I assume lunch works here!). So, a pretty good deal!
