If you return a lost item to city hall they can give you one. You can also try to pick up a mess someone left and ask a CM and they will hand u one or simply ask a CM and they can give u a trivia question. - bri182 152.6 #2255 2:06AM
My kids got one when they went to CityHall to compliment a CM. I had gone in to make a compliment the night before and didn't get one so I think it depends a lot on the CM. Makes it more special though. - MamaRoo 349.3 #415 3:19AM

My son got one from a CM for entertaining the crowd in line while I was renewing our annual passes. He was showing them how he can "pull off" his thumb and other silly magic tricks. - goofymom2boys
