I found it on YouTube the name of the singer is Corbin Blue and name is What will you Celebrate - Dave 8824.1 #2 4:56PM

The song is "Celebrate You" sung by Corbin Bleu. They played the song during the "What will you celebrate" theme. They played the song in DCA when they park opens up in the morning. - Ericksenator 375.0 #374 4:56PM
