Well not 100% at least on Screamin'. You get a pass from the CM, but the first rider has to wait in the regular, stand-by line. After riding they give it to the next rider and they get to go on the Fast Pass side. This is generally uses for parents that want to ride but have a child who can not or will not ride. - DesperateMousewife
