No, he doesn't. Unless he is a member or knows a member. Even people who work for Disney cannot get in unless they know a member who makes a reservation for them. Membership is very exclusive. There used to be only about 400 members in the world, although I think that has been slightly increased. A very reliable source told me that one time a guy climbed up the side and hopped on the balcony then went in the restaurant. He tried to hang out at the bar, but the bar only takes orders from servers. he was found out and escorted out.
