are characters out when it rains?

Usually you can still find some characters. Once when it rained while we were there Br'er Fox was skipping in the rain with a bunch of kids in Critter Country. Haha. It will also depend on how bad it is raining. The above happened at the beginning of the day when it had just started to lightly rain. - PiecesOf8 378.3 #367 7:24AM

On rainy days we've found characters at DL inside the area before Great Moments with Lincoln and at DCA in the Animation Building. - NikkiMickey 1654.8 #47 8:55AM
