Just yesterday, Tom Fitzgerald gave a very thorough presentation on how the new star tours came to be. Starting in 1998, and opening this year. They are totally random, to sum it up for you. He said even he has no idea what he would be getting when he rides. He specifically said, he kept both the people that would ride only once on their vacation as well as the APs that visit the parks very often.
