We asked once! They said usually out of town guests, usually non AP holders. Usually they look for out of state license plates. The park attendant t old us "but I'll give you a little taste of what it's like!" although we didn't get the guest of the day, he sent us over to the first level lot, right by the elevator begins the tram.
