I don't know the whole story behind this but I do know that it's supposed to be like you are actually in New Orleans and the edge of the water is back there. The ship is supposed to be docked in the harbor. I'm sure there is a lot more to the story. - caramiapoohAKAface

From what I've heard it's to create the illusion of a waterway behind the buildings to make it feel like you're in the Port of New Orleans and at the same time they also conceal some light fixtures on the roof. - jediblue
