To regulate over crowding Disney does a few things:
Level 1: Normal entry and re-entry to the park
Level 2: The park stops selling admission tickets (about 60,000 guests) Pass Holders and pre purchased tickets are still allowed entry.
Level 3: Admission only to hotel guest and readmission, with hand stamp for Pass and ticket holders. (about 75,000)
Level 4: Close the park no one enters the park. (about 85,000) If attendance lowers to about 75,000 Level 3 will be reinstated.

No they shouldn't let more than that in. that's just DL's capacity, not including DCA. I've been there as a guest and as a CM when they've closed the gates, and it is so crowded you can barely walk around. - Seacow 429.9 #295 5:43AM
I agree. We were there Christmas time 2 years ago and they reached Level 3. We could not move in Fantasyland. We stood and talked with the poor cm trying to direct people. I felt so bad for him, people were getting so upset. - DisneyVacationLover 275.1 #795 7:24PM

I believe DL doesn't prefer to release the capacity of Disneyland. It is interesting to know their different procedures. - AKMouse
