In all seriousness that question is at the top of the most relevant questions. Is he able to make quality decisions quickly with what info is at hand and would his peers agree that answer makes sense. If the person put you as a reference then you must know them well enough. Just answer the questions like this, would you feel comfortable with this person carrying a gun, saving a life...etc. That's what my friends did for me. - BigKidd
