Get there early for your wristbands, food, and rides. If you're an AP, skip the rides after the party starts, they'll be the same as any other day in October. Pictures with rare characters, ones that are relevant to your costume, and those in Halloween outfits might be a priority. I would perhaps go clockwise and hit photo ops and candy stations if it's not too busy. Stop at the dance parties for some more characters. Skip the first parade, watch the fireworks, then catch the second one. Wave to cm Kayla on the first float!
