Once you wait through the line on Finding Nemo, let the CM know why you can't ride in the submarine. They will pull you aside to wait some more and then let you in to the observation lounge. - BlueberryCrusader

You dont have to wait in line. Go to the CM ingront of the entrance. Ask about the observation post. They shall tell you to go to the exit or take you themselves - Starr

I've been in the observation deck because I am disabled. Not as authentic as being on the submarine because you just watch it on a screen, but like you said it is worth it if you want to dodge farts and claustrophobia. - sweetkat

My cousin was never able to go on subs because of the wheelchair. Because MW is so informative, I took her here today and she loved it. Her husband was so happy not to try and carry her down the stairs - Elaine

To experience this observation deck room head toward the exit to the handicap sign and there will be a cm standing there. Tell them that you need to use the observation room. They will have you headup the exit and tell that cm to put you on and they will lead you in the room. There is no need to wait in the whole nemo line to use the observation room. - ImAlwaysCrazy
