No PotC was not intended to be a walkthrough. It was however supposed to be similar to the diorama on the DL railroad where the figures neither talk nor move. It was supposed to depict famous pirates in various scenes. The development of the audioanimatronic for the Tiki Room changed the idea in to what it was originally and the success of the movie Mary Poppins allowed PotC and the majority of NOS to be funded and built. - BlueberryCrusader

Before the 1064 worlds fair they really had no idea what type of transport the attractions would use..because of small world they came up with a boost system for Potc then HM with the omnimover from the inner space - Dave

Another fact about the Haunted Mansion. It was built and empty inside with no attraction for years. Disney just couldn't decide what type of attraction it was going to be. Like Jaimz said, it was going to be a walk through and it was going to have the classic Hollywood Monsters on display. Glad Disney decided not to do that. - OynnhoJ
