On Small world..... why do the boats gather and slow down even when it's not busy????

I imagine it's because of the loading/unloading procedures, they have to get everyone in & out before sending it on it's way which takes longer since it's not on a time table like Space Mtn. & not continual like HM or BLAB - MinnieYooHoo
