I believe retirees can buy them too....my uncle was in the reserves and used to buy them for us back in the day but I think retirees can too. And the passes are just like normal passes....a 3 day pass you can use by whatever date is on it but after the first use I believe you have to use the rest of the days within 13 days of first use - brodysmommy  246.3 #1063 8:24PM
