The 'effect' is how it makes you feel when you stare at the goat as long as you can during that part of the attraction! The goat is easily one of my favorite part of the parks! The goat effect does work from the front but is less pronounced. However, doing it from anywhere except the back may be a tiny bit awkward if you don't know the people sitting directly in back of you.
